What roles/privileges required to view approvers in OTL Redwood Change History function?

We are currently facing an issue with the Change History functionality in Oracle Time and Labor (OTL). Specifically, we are unable to view the correct approver details at the Team Timecard level. Initially, we enabled access using the HCM Application Administrator role, which successfully provided the required visibility. However, the customer has confirmed that this role cannot be assigned to end users due to its extensive access privileges. As an alternative, we created a custom role with access restricted to Timecard-related transactions within the Transaction Console.
