How to customize the Bank accounts fields on Personal Payment Method Page using Personalization

Problem Description - We have a requirement to make certain fields on Bank Account to make as * required for example-

- IFSC code for India should be made mandatory

-BIC Code for Philippines should be made mandatory

-BIC Code for Netherlands should be made mandatory

-Account Number for Australia should be made mandatory

Steps to reproduce the issue: 

- Activate the sandbox >> Page composer >> Directory >> Employee Search >> Personal Payment Methods >> Bank Accounts >> Structure » Edit button is greyed out .
