How to restrict migration capability without affecting the global search in datatables

Summary:

If a user is created with admin access but not migration capability, they are not able to do a global search on the tables to see where all a SKU is referenced unless the tables are listed in the search criteria.

Is there a way where a user can do everything without limitations but is not allowed to migrate?
