Custom Disbursement Payment File Format Not Appearing in 'Manage Format' Setup

Dear All,
I have successfully customized the Disbursement Payment File Format report:

I also added two custom templates:

However, nothing appears in the 'Manage Format' setup:

I checked Doc ID 2285472.1, but I already have the roles mentioned.
Could you please advise?
