Can i add a custom static text to my Purchase Requistion in RSSP

Summary:

I need to add a custom static text to the requisition page of RSSP above the Deliver-to Location as shown below in the picture. I tried editing it using Visual Builder Studio but I was not able to add any components to my page. I went through some older questions and majority of those said it wasn't available yet. I am currently using 25A version and I did go through the 25A extensibility documentation but it said nothing about customizations. Does that mean customizations to the page are still not available or am I missing out on any permissions to
