Can we switch on toggle button by default in "info to include" section

In "Hire an Employee" flow , can we switch on the toggle button by default in "info to include" section?

I dont see any option in configure Fields and Regions for this, can anyone tell if this is feasible. Actually client doesn't want this additional step of switching on the required sections. if this is not feasible they are asking to remove the "info to include" page and enforce all the fields inside the flow. Experts, please let me is this requirement is feasible.
