Is it possible to update order fulfillment line EFFs if the line has been shipped or closed?

I have a requirement to update a EFF using an API after the order fulfillment line has shipped. The reason for the need is to use the EFF to filter lines that are extracted and integrated with a 3rd party TMS.

The objective is to run an OTBI report to generate a flat file that is sent to the TMS provider. The EFF would serve the purpose of flagging a line that has been extracted at least once so it will not be picked up again.
