How can we send the Internal Offer HCM Alert notifications to HR and Payroll representatives

Summary:

Client has a requirement to send the internal offer letter HCM alert notifications to HR rep and Payroll rep. I tried using the token for HR rep and Payroll rep for all the Internal Offer alerts such as Internal Offer Approved, Internal Offer Accepted etc, but the notifications were still not sent to these groups when I tried approving the offers or when the candidate accepted the offer.
