After 25B install, system is truncating attachment names to 60 characters in length

We just had 25B installed on 5/17, and since then the system is truncating any long attachment file names to 60 characters in length. This appears to be affecting all attachments with long names, whether in Accounts Payable or General Ledger.

We sometimes have attachment names longer than 60 characters, as the attachment is an email that has a long subject line. The result is that the end of the file name AND, more importantly, the file extension is being truncated from the file when it is uploaded to Oracle. This means whenever the user comes back to the invoice or journal, and tries to open the attachment, the system doesn't know what type of file it is and prompts the user to pick an application to open the file with.
