AP Invoice Creator Role Allowing Invoice Creation in Multiple BUs Despite BU Restriction

We have assigned two roles to a single user: "AP Invoice Creator" with access to Business Unit A, and "AP Invoice View Only" with access to Business Unit B. The expected behavior is that the user should be able to create invoices only in BU A and view invoices in BU B. However, when the user accesses the application and navigates to Payables > Invoices > Create Invoice, they are able to create invoices in both Business Units, which indicates that the BU-specific access is not being enforced properly.
