Post-25B - Users unable to use File Import and Export

Summary:

Post-25B - Users unable to use File Import and Export. Please see screenshot. The "Account" drop down no longer displays any options. There were no security changes for the business users.

However, as an admin, I still see all the Account option (like fin\cashmanagement\import)

Any ideas how to help the business users?
