Redwood Absence Inactive Assignments

Summary:

In Redwood Absence Line managers can see previous inactive assignments in the drop down, even if they were not their manager for that assignment.

The line manager cannot input absences as an error is displayed. However, it would be cleaner not to have Inactive assignments displayed.
