Is this normal behaviour to add as many times as we want the same shared goal?

Hello,

It looks like the system allows an employee to use as many times as he/she wants the option "Add as my Goal and Align" on the same shared Goal. Is this normal behaviour?

If let's say we have a plan configured to no allow employees to cancel or/and delete goals this means that the employee has to ask the manager or HR to delete the performance goal that has been added.
The shared goal that is added by the employee remains visible under Explore Shared Goals and as well as the option "Add as my Goal and Align" (no matter how many times the employee adds the goal).
