How to enable the CV scan in the career site?

Summary:

I've created a career site and the "Enable recommended jobs based on upload" is enabled, but it doesn't appear in the actions on any page

In the career site configuration, I checked in the general definition, and under "Recommended Jobs" the "Enable recommended jobs based on upload" is marked as a default (It is not highlighted and cannot be changed). Nevertheless, this action doesn't appear when I try to add it to a page (splash or search results pages) and the "Upload Resume" button doesn't appear. What do I need to do to enable it?
