User is intermittently unavailable for selection as a job offer collaborator

Summary:

We have one users in our system that is intermittently not available for selection as a job offer collaborator. Has anyone experienced this?

We do not have security tied to the requisition or job offer and we don't use areas of responsibilities for job offers. Generally, if a user is in our system and active they are available for selection as a Job Offer Collaborator.
