Pause task is not work before Create Invoice Task in sales order

Summary:

I have create Custom Orchestration and adding Pause task (steps) before Create Invoice Task. Validate, Release and Deploy Custom Orchestration. Create Sales Order and Submit Order I checked then showing following sequence:

• Schedule

• Reserve

• Ship

• Pause For Invoice

• Invoice

• but after Ship Order not pause the sales order Pause For Invoice task is complete and order status is " Awaiting Billing"
