What happens if Prevent General Ledger Period Closure When Open Subledger Periods Exist is not check

Can someone explain or provide any documentation to understand what happens if "Prevent General Ledger Period Closure When Open Subledger Periods Exist" is not checked in oracle fusion? Does it still close the GL period even if there are exceptions?
