Is there a way to send Dispute creation Notification to a Particular user in Oracle

Summary:

We have a Customer whose requirement is send email notifications to two of their Admins every time a Dispute is created by a Participant In Oracle.
These Admins exist as Incentive Compensation Admin users in the System.
EMail notifications does triggering and is being sent to Analyst associated to the participant currently.
Is there a way to send Dispute Email notifications to a user in Oracle or a Particular Email?

I tried below in BPM worklist , but it doesnt not work.

One more acceptable solution would be to send to an Analyst Group. But that also is not working as expected.
