Redwood - Validation Rule to check null Gender is not working as expected

Hello

Hoping everyone is doing well!

We Created a validation rule to make Gender Mandatory for Spouse. We followed the link to create this rule – How do I add validation rules for Benefits contact pages? But we are still able to create new contact and update existing contact with null Gender. Please refer Gender Mandatory for Spouse Issue.docx with screenshot. I have also raised the SR - 4-0000721719 for the issue.

Any help/pointers would be highly appreciated!
