Why can't user sign into Oracle after a name change?

Summary: Everytime we change a name in Oracle, the user's Active Directory account is updated and a new email is created. The new email comes back into Oracle with no issues, but the user is then unable to log into Oracle. It is happening multiple times and the only way we can get them to successfully be able to log in again is to delete the AD account and force a recreation? Has anyone else experienced this?
