Manager can't search for direct report when assigning learning

Summary:

A manager is trying to assign learning to their team and can’t seem to find one of their direct reports. The system does not find the employee although they are listed under My Team.  The manager tried to search by last name and changed to person and organization instead of directs but still cannot find the employee.

Any ideas why this could be happening?
