Holidays disappear when employee edits timecard.

Summary:

Employee Time card generates with Public Holiday. If or when the employee edits the timecard (now in Redwood), and saves the time card, the Holiday disappears.

Steps to reproduce:

Time card on admin side includes the holiday and employee will see the holiday in Redwood timecard. This row like other leave types is not editable.

Employee adds time to the timecard and clicks to save. After save, the Public Holiday row becomes editable and the reported hours will be 0.

Note: Holiday also doesn't appear on "view calculated time" for employee.

Time and labor admin has to add the holiday to the time card.
