Delete button disabled for the Goal action when goal loaded through the HDL

We have loaded goals into the Goal plan using HDL with status as In progress. The goals loaded through HDL is not getting option of Delete under Goal actions.

If we Employee create a new Goal manually then Delete option is visible.

Is there any flag need to be enabled when loading the goals . we have enabled this below options
