Can managers delete and inactive development goals

Can managers inactive and delete their direct report's development goals? We've been testing this functionality in our pod using a manager account - however, we can only inactivate and delete the dev goals that was only created by us as a manager. Please see screenshots below:

Is there a security setup or goal config that we are missing?
