Oracle 25B not able to create the sandboxes

Summary:

After the 25B upgrade, we noticed that we are unable to create sandboxes to make form/page personalizations in the Financials work area.
When we click Structure → Edit Task → Panel Drawer → PanelFormLayout → Edit, it unexpectedly redirects us to the homepage. This issue did not occur in 25A, and we had successfully deployed several sandboxes to production using the same steps.

My concerns are as follows:

  • Why is this issue occurring in 25B?
  • Will this affect the functionality of existing sandboxes?
  • Are we now unable to create new sandboxes?

Additionally, what is the recommended approach to make changes to classic Oracle pages
