difference between Update existing question and Create a new version of the question

What's the difference between Update existing question and Create a new version of the question in Edit Question. Could you please give me the

advice about how to choose .

When i choose create a new version of the question , it will generated a new version , but the old version i can not find .

When i choose update existing the question , it will update the question .

It seems the only difference between them is whether to generate the new version .
