action list of values is empty

Summary:

As an employee when I want to update any information under Skills and Qualifications I have also the actions button with the list of actions I can do. As HR admin role I can not see the list under action button. I am not sure what actions should be listed for admin role or any.

How is it defined? The custom HR role has both Edit and View Person Skills and Qualifications roles. Is there a priv missing?
