Does EEO-1 reporting require a tax calculation card?

We do NOT have payroll. We have configured EEO and are attempting to use the flows that are seeded. They are not retrieving records even though we have the employee assigned to a reporting establishment.

Are the (tax) calculation cards a requirement for using the seeded EEO1 reporting via payroll flow??
