need to Address region as Optional in redwood Add a Pending Worker Page

Summary:

Hello Team,

We need to make Address region as Visible and Optional in the Redwood Add a Pending Worker page.

We are not able do this functionality using VBCS, If we made as required then only we are able to view that region.

Please let me know how to do this functionality.
