Sales Order not defaulting to Secondary UOM

If I enable the Opt-In feature: Create and Fulfill Sales Orders and Transfer Orders in Dual Units of Measure, and the item has a Secondary Pricing UOM and a conversion exists between the Primary and Secondary UOM, when I add this item, Oracle should default to the secondary UOM. This is not occurring.
