Cannot send Notification to Manager after PO approve

Summary:

Step transaction :

1. User Create PR
2. Approver approve the PR
3. Buyer autocreate PR become PO
4. Buyer submit PO
5. Supervisor approve PO
6. After supervisor approve PO directly Notification PO send to Manager.

I have setup Manage Purchasing Document Approval with stage Postapproval FYI
with logic
Rule : Notification after PO Approve

Condition :
Document Type Equals Purchase Order and
Is Change Order equals No

Action :
Action Type : Information only
Route : Approval Group
Approval Group : Dudy.Heryadi

Why Manager are not get notification after PO Approved?
