Error POR-2011027 while bringing back the items to Oracle from punchout site checkout

Summary:

When we add item to the cart and checkout from the punchout vendor site, we are getting an error "The payload couldn't be parsed because some tags are missing or not provided according to the XML standards. (POR-2011027)" and this is stopping us from proceeding further.

We analyzed this issue from network tab, and it seems that an API is falling.

As per the analysis, null value is getting passed for the tag 'overridingUserPreferenceId' in the API https://ekfv-dev4.fa.us6.oraclecloud.com/fscmRestApi/rest/rv:6316c10f-5b61-46fd-9692-0b0ebee1fd17/en/11.13.18.05:9/purchaseRequisitions/300000661110512/action/processPunchoutShoppingCart
