How to send email to dispatcher when multiple dispatchers are assigned to a bucket?

How to send email to dispatcher on activity completion when multiple dispatchers are assigned to a bucket?

Scenario:
I want to configure a Message Scenario to send an email to the dispatcher when an activity is completed.

• We have a bucket named "USA", and under this bucket, there are 3 dispatchers (e.g., Alice, Bob, Charlie).
• These dispatchers have visibility only to the USA bucket.
• The activity is assigned to a technician under the USA bucket.

Behaviour:
In the message scenario, when I select Recipient = Dispatcher, the message is sent to the email configured on the "USA" bucket, not to any of the individual dispatchers (like Alice or Bob).
