Create Nudge for specific goal plan

We have two goal plans in our system. The requirement is to trigger an email notification to employees only if there are no goals assigned in Goal Plan 1. The notification logic should be applied exclusively to Goal Plan 1. If there are no goals in Goal Plan 2, no notification should be sent for that plan.

We have reviewed the Nudge option, which can send emails to employees with no goals assigned. However, we did not find any configuration option to restrict the notification based on the goal plan name.

Can anyone confirm if it is possible to restrict the notification to a specific goal plan, or is this a current limitation of the system? Any guidance or recommended approach would be appreciated.
