Can PR Category be updated through change order?

Summary:

We would like to explore the function of updating the field "category name" through change order. From the testing, seems this field is blocked from edit once the PO initial approved and move to open status (if created from PR, then the PR line category seems not editable once added to cart). Wonder if there are any privilege/setup/role that can enable such edit over PR/PO category name? Or is such restriction the intended function per design and no way to make changes?
