Allocation will not loop through segments in range

Summary:

I need to allocate balance across all the account combinations included in 4 accounting flexfield segments: Business Line, Product Line, Department, and Cost Objective.

I have the source amount posted to an account combination outside the hierarchy used in the allocation formula, based on guidance found in a note on My Oracle Support. I have tried using the top level member of the hierarchy both with and without using the level0 descendants function in the range.

I have the basis (a dollar amount on one formula and a STAT amount on another) posted to account combinations within the hierarchy used to define the range, based on guidance found on another note on My Oracle Support.
