what should be the Approval Rule condition when instead of employee a line manager initiate transact

I’m currently facing a challenge with setting the rule condition for scenarios where a line manager or matrix manager, instead of the employee, edits a goal. In my past experience, I’ve only worked on approval processes where the employee initiates the transaction and the approval flows accordingly.

Has anyone worked on or come across a scenario where a line manager or matrix manager makes the transaction on behalf of the employee, and the approval is then routed to a higher authority?

Any insights or suggestions would be greatly appreciated!
