editing the Justification field in RSSP

Summary:

We recently elevated RSSP and when we elevated we decided not to require the justification field. We have noticed that if the submitter does not put any information in this field when the requisition is submitted the field does not appear on the requisition for the approvers to add comments. Is it possible to not require the field but still have it available throughout the approval process?
