Start Conversation action on Activity Hint doesnt display

This is in context of collaboration.

Firstly, I couldnt find any Start Conversation action to place in the activity hint. Only Start Chat and Start Chat with Field resource actions were found. Is Start Conversation renamed as Start Chat?

Secondly, Oracle doc says that 'The Start Conversation action must be added to the Hint context. You may need to define the association between the resource and the hint.'. How can we achieve this?
