Create value set based on table value set

I want to create a value set based on a table validated value set. My understanding that the value set I want to create must be a dependent value set. However, I am only able to search for value sets that are independent. What am I doing wrong?

The reason we are doing it this way is because DFFs using table validated DFFs cannot be used when searching for e.g., transactions like AP Invoices. We need this search functionality, and we were reccomended to create a DFF with a value set based off the other value set.
