We have business process to manage intern conversion, while the intern is still active, we will offer them as regular employee with future start date, so in Oracle Recruiting will move the internal intern candidate to a different Requisition, and then make a new offer and then moved to pending worker. Because it's future effective start date for the pending worker record, so at the same time, both intern and pending worker Work Relationship are active.

Now the issue, we have pre-onboarding journey configured to be assigned to pending worker based on the Action/Reason, those tasks were designed to be allocated to the manager of the pending worker, but HCM automatically allocated all of them to the current intern's manager, which is not what we are expecting.
