Why is the Redwood Inventory Management Landing page Library button grayed out?

Summary:

We have enabled the Redwood Inventory Management Landing page in our test environment and want to use the Edit Page Layout option. I can open the Edit Page Layout screen but the LIBRARY button in the upper right is grayed out. I am guessing there is a privilege missing but I cannot determine what is missing.
