Redwood Zero Dollar Service Type PO Line

In classic Procurement the user could have a zero dollar PO line for either a goods type line or a service type line. In Redwood it seems as though there can only be zero dollar goods type lines. Can there be zero dollar service type lines in Redwood?

When I load a zero dollar goods type line I do not get any errors. When I load a zero dollar service type line, Redwood allows me to complete the line by clicking the checkmark on the line, but when I click Save I get an error massage stating that "Some issues need your attention" (see attached series of screenshots). It says I must enter a positive whole number for the service type line at the schedule level. If I click Validate, the system tells me "No errors or warnings were found." At this point I
