Retaining 'incomplete' status when a user retakes exam

Summary:

We have users taking exams and when they fail, we have the score set to 'retain first', which is working as expected. However, because the course is marked 'incomplete' the user can still access the exam via My Trainings. Multiple attempts is set to 'no'. Question 1: How do we prevent users from opening failed exams that are marked incomplete?

When the user reaccesses the test they failed, they can retake it and even pass it. When this occurs, it results in the course being completed. Now, the first score is still retained, which is great. however, we don't want users to be marked complete ever if they failed the first time. Question 2: How do we get the LearnCenter to not mark the course as complete if a user takes and passes the exam a second time?
