How to accurately measure on-time delivery performance

Summary:

Our Transfer Orders are routed through OM and we use Supply planning to reschedule out the Transfers. When the orders are either past due or need-by date at destination org is changed, planning suggests new dates and updates only SSD and SAD in Order Management on rescheduling. It does not update the Requested Arrival/Ship date in OM if the need-by date was changed in planning.

Due to this behavior, we cannot compare our Actual ship date to SSD to determine if an order was fulfilled on-time because if the order is past due, the supply plan will continue to reschedule out and hence, update the scheduled ship date. We also cannot compare our Actual ship date to Requested Arrival/Ship date because if the transfer order was intentionally rescheduled by the destination org, the source organization will be measured against the wrong date.
