I have been using OCI Free Tier for several years.

A few hours ago, all of my instances suddenly shut down and would not restart. I am receiving the following error message when attempting to perform any actions on them:

Instance ocid1.instance.oc1.ap-seoul-1.anuwgljr4hasgeycvwymccstcrgrr5nyckocnimqbqazozn6q44lsxouvwxq is disabled and will not accept any action requests. Please contact customer support to reenable.
