Wage basis rule for City county and state tax for US

Summary: Hi, We have a requirement to create custom secondary classification. There are some taxes for the City already in the system. We need to fetch the data for all the existing city county and state to use for other secondary classifications. I am using one of the oracle document provided doc to fetch the details. However we are not able to fetch all the details present in the system. Attached is the doc currently we are referring. Please suggest if there are any other docs or details we can refer to fetch the details.
