We are trying to understand the logic (or lack thereof) behind how learners are selected for enrollment when a manager assigns more people than there are available seats in a capacity-limited offering without a waitlist.

Content (please ensure you mask any confidential information):

We created a testing offering with capacity rules and no waitlist. There were only two seats left. The manager assigned it to four members of her team in the following order: Yesica-Darcy-Wendy-Grieshma. The enrollment was processed for Wendy and Darcy.

We did more testing to confirm if he order of enrollment was based on the timestamp of the selection of the person, their person number, person ID, name, last name, hire date but neither of these attributes were ever in any particular or logic order.
