We need to be able to prevent users from entering requisitions for internal material transfers when there are system issues in 2 different scenarios:

1. We need to block all users other than the functional support team when there are system issues and during smoke testing post-downtime
2. We are conducting physical inventory in a specific inventory org and want to block users from entering requisitions for internal material transfers in a specific Requisitioning Business Unit

We were provided the 3 options below in a prior SR and there are concerns with each one. Are there any other options to prevent users from entering requisitions for internal material transfers that we have not yet explored?
