Missing users from ASE_USER_LOGIN_INFO table

As far as I know this table stores login information of all users and it stores information older then a week when ESS job "Import User Login History" is activated. Is there any reason why some users (like admins) don't get stored there?

I need a way to track all logins via report, please don't suggest API, we are already using APIs.
